God Has Ultimate Authority Over Both Heaven and Earth.
Then Peter and the other apostles answered and said, We ought to obey God rather than men. (Acts 5:29 KJV)
Peter was often an often impulsive fellow who strived to an obedient servant of God. He and other apostles took a moment to consider, rather than reacting according to their emotions, paying attention to the Truth at work in this situation at hand.
Peter and the apostles understood there were two principals at hand in this situation: one, that they were to obey the precepts and commandments of God first and foremost, and secondly that God had placed or ordained leadership and authority over them in this world.
These men understood that when values, traditions, or rules of mankind based on this earth called for them to violate or set aside the plumb line God has clearly established, they were to follow after that which God has set in place, rather than that which man has deemed right in his own eyes according to looser standards at work in this world.
