Proverbs 22:15 (KJB) Foolishness is bound in the heart of a child; but the rod of correction shall drive it far from him.
Foolish behavior is to be broke in the heart of the matter. God gives parents decrees, direction, and spiritual tools necessary to raise and correct children in a proper manner. The Bible is an instruction book about living in this world and for being personally prepared for eternity.
God speaks in the Bible about the rod of correction. This correcting rod is not a solid rod, like a baseball bat. Nor is this rod to be swung indiscriminately, perhaps thereby causing physical pain and harm to a child. Instead, the rod of correction is a spiritual tool God gives parents to knock the foolish mindset and behavior out of the heart of their child and to set them on a pathway for making personal choices concerning life and eternity.
A failure to break the will of a child will undoubtedly result in repeated foolish behavior. Once this kind of ill behavior is frequent, it will only lead to more significant trials and trouble. This can lead to eternal unrest. Breaking the will of a child in youth can help determine his or her eternal address.
